Activities of Fire Department |
| State Policy : |
As per Section 21 of “Maharashtra Fire Prevention and Life Safety Measures Act, 2006”. The responsibility of maintaining fire and emergency service is of planning authorities’ i.e. local authority or planning authority. In the state of Maharashtra the subject of Fire Services is the basic responsibility of Urban Local Bodies such as Municipal Corporation & Municipal Councils. For the Developments beyond the municipal areas such as MIDC, CIDCO, SEZ’s, Private Town Ships etc.

MIDC's Policy : |
MIDC’s policy is to develop the infrastructure which includes the required piece of land, civil structures such as engine rooms, office, stores, residential staff quarters and Fire Engines and its allied equipments and maintain these fire stations. MIDC’s board resolution vide No.3401 & 3426 the policy decision was taken that “ The Fire Stations in the Industrial Areas wherein processing of Hazardous Chemicals, Storages of inflammables, highly combustible materials and Textile and similar activities are carried out and major areas where the foreign direct investments and SEZ’s are located be managed by MIDC”. Accordingly the MIDC Board & State Govt. has accorded sanction for creation of Total 781 Nos. of posts.
In adherence of this policy MIDC has been maintaining the Fire Stations in fourteen Industrial Areas i.e. Tarapur, TTC, Roha, Taloja, Mahad Add. Ambernath, Lote- Parsuram, Hinjewadi, Ranjangaon, Kurkhumbh, Sangli – Miraj, Chincholi- Solapur, Nanded Airport, Walunj, Butibori & Hingna-Nagpur. |
| Financial Management : |
It is expected to incurre the capital expenditure on these fire stations on the development head of the concern Industrial area however, to meet with the recurring expenditure our policy is quite self supporting; in nut shell it is location specific in which anticipated annual expenditure + the corpus for the replacement of Plant & Machinery and minor repairs to civil structures + the recovery charges etc. reserved by MIDC. This is a financially self supporting mechanism. The details are as under:- |

Recurring Expenditure of Fire Station |
To meet with a day to day recurring expenditure of Fire Station with an objective to manage the fire services on “No Profit No Loss Basis” Fire Service Charges (Fire Cess) is levied which is sufficient to take care of the recurring expenses such as Salaries, Petrol Oil & Lubricant for Fire Engines, contingencies etc. from this cess we create corpus for the replacement of plant & machinery after every 10 to 15 years. Administrative Expenses of the Fire Prevention Cell & Procurement of Special equipments |
MIDC has taken a policy decision to levy fire protection fees like capitation fees charged by all Municipal Corporation for the scrutiny of building plans. MIDC has started these fees in all A, B and C category industrial areas as per MIDC’s specification. If any major project is coming up in D or D+ industrial area fees as per C will be charged to the project based on the potential fire hazards. Additional Fire Protection Fund Fees for High Rise Buildings |
For the high rise buildings i.e the building above 15 meters in height. MIDC has taken the policy decision to recover Additional Fire Protection Fund Fees for the procurement of Special Appliances and Sophisticated Tools i.e Aerial Ladders Platforms( ALP’s ), Turn Table Ladders (TTL), Rescue Vehicles, Industrial Disaster Recovery Vans, Ultra Modern Communication Links etc. required to deal with high rise building fires. | Fire Prevention, Protection, Execution & Advisory functions : |
This is the core activity of this Department. The MIDC's basic objective being to promote the industrial activities through out the state of Maharashtra for the balance economic growth. Within the provision of MID Act, MIDC is responsible to provide or manage to provide various infrastructural facilities and amenities for the speedy growth of industrial area. The need of fire services is also an important. This being a Loss Prevention service, its need is felt after the industrial areas are reasonably developed. Fire Stations at Roha, Tarapur, TTC, Taloja, Add. Ambernath, Mahad, Lote Parshuram, Hinjewadi, Ranjangaon, Kurkhumbh, Chincholi Solapur, Walunj, Nanded Airport, Butibori & Hingna Indl. Areas are managed by MIDC. Services in all these areas were maintained with outstanding performance and were commendable by the industries in these industrial areas and the people in the vicinity.
For all industrial areas having chemical, petro-chemical, textile and hazardous industries, SEZ and Major Foreign Direct Investment Projects, I.T. projects, MIDC has taken a policy decision of establishing fire stations and maintain it.
MIDC’s Board Resolution vide No. 4288 has given principal approval for operationalization of additional 24 nos. of Fire stations in various Indl. Area. The Govt. has accorded his approval by sanctioning required staff for the operationalization of fire station. |
| Implementation of D.C. Rules. : |
MIDC has been declared as a Special Planning Authority under section 40 of MRTP Act. It has drafted its own Development Control Regulation (D.C.R.) which is mainly based of the National Building Code of the Govt. of India. As a part of its implementation it is mandatory to obtain the fire approval of the fire deptt. At the time of approval of the plans and at the time of building completion certificate. This clearance is required for all high rise residential buildings and other all the special category building such as industrial, commercial, warehousing, SEZ’s etc.
The clearances are also granted in accordance with the Factories Act, Petroleum Act, Explosives Act & Gas cylinder Rules.
This department examines and processes various cases of "No Objection Certificate" (NOCs) under the powers delegated by the Development Control Rules of MIDC for Health and safety of the occupants being the prime responsibility of the special planning authority as per the new Maharashtra Fire Prevention & Life Safety Measures Act 2006. |
